YEREVAN, May 14. \/ARKA\/. <\/strong>Babken Tunyan, the head of an Armenian parliamentary committee on economic affairs, downplayed today fears that the banking secrecy will be used for purposes not prescribed by law.<\/p>\n\n\n\n

Earlier, during a\ndiscussion on the execution of the 2019 budget, Prime Minister Nikol Pashinyan\nstated that government assistance was denied to all those citizens who have bank\nsavings or active transactions on their bank accounts. <\/p>\n\n\n\n

In response, MPs\nfrom the Bright Armenia party accused the government of unauthorized disclosure\nof bank secrecy, which led to a war of words and a fight between the head of\nthe faction Edmond Marukyan and MP Sasun Mikaelyan from the ruling My Step\nfaction.<\/p>\n\n\n\n

“There is no\nreason to doubt that the banking secrecy is not observed. The government used\nonly the final data provided in general figures. There were no references to\nthe names of citizens and the availability of funds on their bank\naccounts,” said Tunyan<\/p>\n\n\n\n

He explained that\nthe bank could only provide information about the proportion of the\nbeneficiaries of the anti-crisis program who have funds on their personal\naccounts.<\/p>\n\n\n\n

At the same time, Tunyan\ndid not specify what mechanism the government used to deny state support to the\nbeneficiaries, if there was no disclosure of bank secrecy.<\/p>\n\n\n\n

\u201cMy statement was\nused for political purposes and was not conveyed to the public correctly.\nAnyone who understands the banking system can confirm that we can only talk\nabout the number of citizens who have savings or personal accounts, but not\nabout identifying them,\u201d concluded Tunyan.<\/p>\n\n\n\n

On January 22,\n2020, the National Assembly of Armenia approved amendments to the laws on\n\u201cCriminal Procedure\u201d and \u201cOn Bank Secrecy\u201d, which removed restrictions on bank\nsecrecy. In particular, if previously it was possible to disclose bank secrecy\nonly with respect to suspects and accused, the amendments removed these\nrestrictions.<\/p>\n\n\n\n

On February 6,\nArmenian President Armen Sarkissian said  the amendments to the laws on \u201cCriminal\nProcedure\u201d and \u201cOn Bank Secrecy\u201d adopted by the National Assembly were  problematic in terms of compliance with the\nConstitution.
