{"id":249413,"date":"2020-06-29T13:55:41","date_gmt":"2020-06-29T13:55:41","guid":{"rendered":"https:\/\/armbanks.am\/2020\/06\/29\/249413\/"},"modified":"2020-06-29T13:55:41","modified_gmt":"2020-06-29T13:55:41","slug":"armenian-government-is-considering-targeted-construction-program-in-regions","status":"publish","type":"post","link":"https:\/\/armbanks.am\/en\/2020\/06\/29\/249413\/","title":{"rendered":"Armenian government is considering targeted construction program in regions"},"content":{"rendered":"\n<p><strong>YEREVAN, June 29. \/ARKA\/.<\/strong> The Armenian government is considering the possibility of launching a targeted construction program in the regions, Deputy Minister of Labor and Social Affairs Smbat Sayyan said during an on-line conference today.<\/p>\n\n\n\n<p>He recalled a recent government-approved program\ndesigned to stimulate mortgage lending in the regions, which comes into force\non July 1 involving three components &#8211; a one-time cash allowance for buying an\napartment in the region, a prepayment insurance program and a one-time birth\nallowance.<\/p>\n\n\n\n<p>According to him, within the framework of\nthe first component, families will be provided with a lump-sum allowance for\nthe purchase of housing on a mortgage in the amount of 5% of the cost of real\nestate, but not more than 1 million drams. The condition is that the family\nmust have at least two minor children.<\/p>\n\n\n\n<p>The amount will increase depending on the\nnumber of children &#8211; the maximum amount of assistance for 4 children is e 2\nmillion drams.<\/p>\n\n\n\n<p>\u201cThe second component of the program is prepayment\ninsurance. In other words, the government insures the obligation of the beneficiary,\nif they cannot pay, then the expenses will be covered by insurance,\u201d Sayyan\nsaid.<\/p>\n\n\n\n<p>The third component, he said, will help\nfamilies that are already paying a mortgage loan and who are going to have a baby\nafter July 1st. In this case, the government will pay off 10% of the mortgage loan\nfor families living in the region if they have 1 or 2 children. For families in\nYerevan the government will pay 5%. If the family is going to have a third and\nsubsequent child, then the payment for the region will be 50%, and 25% in\nYerevan.<\/p>\n\n\n\n<p>\u201cThere will be more new programs, in\nparticular, a targeted construction program is planned in regions where there\nis no commercial construction, which is why many cannot use the income tax\nrefund program to pay off mortgage interest,\u201d Sayyan said.<\/p>\n\n\n\n<p>He noted that one of the goals of the\nprogram is to improve demographic situation&nbsp;\nin the villages, as&nbsp; studies show\nthat the decline in demography is mainly manifested there.<\/p>\n\n\n\n<p>According to him, the birth rate per one &nbsp;thousand urban population in 1992 was 18.1 and\n&nbsp;23.8 for rural population. In 2018 the rate\nfor urban population &nbsp;dropped to 12.8,\nand for rural population to 11.5.
