YEREVAN, September 7. \/ARKA\/. <\/strong>Armenia’s financial agenda this week focused on capital market development, macroeconomic indicators, and attracting international financing for government programs.<\/p>\n\n\n\n

1. Money Transfers: Cross-Border Flows Continue to Grow<\/p>\n\n\n\n

According to the Central Bank of Armenia, the net inflow of individual remittances through the banking system for January-July 2026 amounted to $1.56 billion, compared to $716.6 million in January-July 2025. This represents a 2.17-fold increase year-on-year.<\/p>\n\n\n\n

The growth in transfer volumes may impact the structure of bank operations, foreign exchange turnover, and customer payment behavior.<\/p>\n\n\n\n

2. Foreign Exchange Market: The Dram Remained Stable Against Major Currencies<\/p>\n\n\n\n

According to the Central Bank of Armenia, the US dollar to Armenian dram exchange rate fluctuated between 364.47 and 36.85 drams from August 31 to September 5, the euro to Armenian dram exchange rate between 422.71 and 422.87 drams, and the Russian ruble to Armenian dram between 4.214 and 4.2067 drams.<\/p>\n\n\n\n

The foreign exchange market continued to function with moderate daily fluctuations, without any sharp changes in key exchange rate ratios.<\/p>\n\n\n\n

3. Capital Market: New Corporate Bond Issues Expand Financing Instruments<\/p>\n\n\n\n

On August 4, Cube Invest announced the placement of dram-denominated registered coupon bonds totaling 5 billion drams. The placement of Cube Invest CJSC’s registered coupon bonds will take place from September 11, 2026, to 4:30 PM on November 11, 2026. On August 31, the Armenian Stock Exchange announced the listing of UATE Expo bonds totaling 763.75 million drams. The company plans to use the proceeds to ensure financial stability, optimize its debt burden, and expand and diversify its revenue sources.<\/p>\n\n\n\n

Increasing the number of corporate issues could contribute to the expansion of the capital market structure and the development of additional mechanisms for interaction between companies and investors.<\/p>\n\n\n\n

4. Inflation: Annual price increase in August was 4.4%<\/strong><\/p>\n\n\n\n

According to data published by the Statistical Committee of Armenia on September 3, inflation in August 2026 was 4.4% compared to August 2025. Food prices increased by 6.4%, non-food prices by 2.4%, and services by 2.8%.<\/p>\n\n\n\n

Current price dynamics may impact consumer spending, business financial planning, and the performance of the banking sector.<\/p>\n\n\n\n

5. IMF, Finance, and Climate: Assessing Risks and Investment Conditions<\/strong><\/p>\n\n\n\n

In its report “Armenia: Climate Policy Diagnostic – July 2026,” published on September 3, the International Monetary Fund noted the low level of disaster risk insurance in Armenia and recommended ensuring the practical implementation of the 2025 Law on Disaster Risk Management.<\/p>\n\n\n\n

Furthermore, the IMF identified a number of barriers to attracting private investment in climate projects in Armenia, emphasizing the need for a unified climate finance strategy to mobilize investment.<\/p>\n\n\n\n

For the financial sector, climate risk management issues may relate to assessing long-term financial risks, developing insurance instruments, and expanding financing options for sustainable projects.<\/p>\n\n\n\n

6. International Financing: ADB and OPEC Fund Loans for Government Programs<\/strong><\/p>\n\n\n\n

Armenia will receive a $293 million loan from the Asian Development Bank to implement a program to improve the seismic safety of schools. The Armenian government approved ratification of the corresponding agreement on September 3. On the same day, the government also approved an \u20ac80 million loan agreement with the OPEC Fund as part of the Armenia Economic Transformation Program, which aims to improve the competitive environment in the country and attract investment.<\/p>\n\n\n\n

Expanding engagement with international financial institutions could increase the volume of financial instruments available for implementing government programs and infrastructure development.<\/p>\n\n\n\n
