YEREVAN, September 28. \/ARKA\/.<\/strong> Armenia\u2019s financial agenda this week centered on developing regulatory cooperation, digitizing currency transactions, and expanding capital market instruments. At the same time, engagement with international financial institutions continued, alongside the fine-tuning of the universal health insurance system and discussions on new avenues for economic financing.<\/p>\n\n\n\n

1. Financial Regulation: Central Bank Expands Inter-Regulatory Cooperation<\/p>\n\n\n\n

On September 22, the Central Bank of Armenia and the National Bank of Georgia signed a memorandum of understanding on financial cooperation. The document provides for the exchange of information regarding the licensing and supervision of financial institutions, market conduct, consumer protection, competition, and crisis management. Cooperation also extends to payment systems, the securities market, crypto-asset services, fintech, and monetary policy.<\/p>\n\n\n\n

The memorandum is expected to establish an additional channel for exchanging supervisory information and expertise, covering sectors such as payments, securities, and digital financial services.<\/p>\n\n\n\n

2. Currency Market: Dollar Remains in Narrow Range, Euro Declines<\/p>\n\n\n\n

In Armenia\u2019s currency market, the average market exchange rate of the US dollar fluctuated between 363.46 and 363.52 drams from September 22 to 25. During the same period, the euro exchange rate fell from 416.74 to 414.34 drams, while the Russian ruble shifted from 4.3092 to 4.3127 drams. Thus, the fluctuations of the dollar and ruble against the dram were minimal\u2014an increase of 0.06 drams for the dollar and 0.0035 drams for the ruble\u2014whereas the change in the euro’s value was more pronounced, with a decline of 2.40 drams. For banks and foreign exchange market participants, this could imply the maintenance of relatively stable conditions for the dollar alongside a more pronounced revaluation of the European currency.<\/p>\n\n\n\n

3. Capital Market: IKO Machinery bonds listed on AMX<\/p>\n\n\n\n

Bonds issued by IKO Machinery LLC, totaling AMD 1.1 billion, were listed on the Armenia Securities Exchange (AMX) on September 22. The bond placement was executed via Kub Invest CJSC. This issuance marks another corporate debt instrument admitted to trading on the organized market.<\/p>\n\n\n\n

For the capital market, the entry of new corporate issuers may signal the continued expansion of the debt segment and the diversification of available investment instruments.<\/p>\n\n\n\n

4. Fintech: Rate.Trading digital platform launched for currency transactions<\/p>\n\n\n\n

Rate.am, in partnership with IDBank, has launched Rate.Trading, a digital platform for currency exchange transactions. According to a statement dated September 25, both individuals and legal entities can track available exchange rates, select terms, or propose their own rates; the transaction is executed once the bank accepts the request at the specified rate. Ten currencies are available on the platform, and the service is also integrated with the Idram&IDBank app.<\/p>\n\n\n\n

For clients, this expands the toolkit for managing currency transactions, while for the financial sector, it reflects the ongoing development of specialized digital services alongside universal banking applications.<\/p>\n\n\n\n

5. Medical Insurance: system coverage reaches 1.8 million people<\/p>\n\n\n\n

Armenia\u2019s universal medical insurance system covers 1.85 million beneficiaries, with the volume of reimbursements to medical organizations and pharmacies exceeding AMD 150 billion. As Samvel Kharazyan, Deputy Minister of Health of the Republic of Armenia, announced on September 24, approximately 850,000 insured individuals have already utilized the system’s services, and all invoices issued to date have been paid.<\/p>\n\n\n\n

At the same time, the government adjusted the procedure for notifying citizens of their insurance status, bringing the relevant regulations into compliance with previously enacted amendments to the Law on Universal Health Insurance.<\/p>\n\n\n\n

For the financial system, the expansion of health insurance coverage could mean an increase in the volume of regular financial flows among the state, citizens, the insurance fund, and healthcare providers.<\/p>\n\n\n\n

6. International Financial Institutions: Focus on the IMF and Business Financing<\/strong><\/p>\n\n\n\n

On September 25, Armenian Deputy Prime Minister Mher Grigoryan and Alexander Tieman, Head of the IMF Mission to Armenia, discussed the second review of the Stand-By Arrangement, as well as macroeconomic trends and fiscal policy.<\/p>\n\n\n\n

Concurrently, Armenia proposed that the EBRD more closely align its support mechanisms for small and medium-sized enterprises (SMEs) with the country\u2019s export strategy and industrial priorities. This was discussed on September 24 during a meeting between Gevorg Papoyan, Armenia\u2019s Minister of Economy, and Elisabetta Falcetti, the EBRD\u2019s Managing Director for Turkey and the Caucasus.<\/p>\n\n\n\n

For the financial market, these areas may reflect two parallel elements of engagement with international institutions: support for macro-financial stability via the IMF program and private sector financing through development bank instruments.<\/p>\n\n\n\n

7. ADB: Inflation Forecast Maintained; New Projects Under Discussion<\/strong><\/p>\n\n\n\n

In its September *Asian Development Outlook* report released last week, the Asian Development Bank (ADB) maintained its forecast for Armenia\u2019s average annual inflation at 4.2% for 2026 and 3.5% for 2027, noting that price dynamics during the first seven months of the year were generally in line with its projections.<\/p>\n\n\n\n

Meanwhile, on September 23, Armenian Deputy Prime Minister Tigran Khachatryan and Lyaziza Sabyrova, Director of the ADB\u2019s Resident Mission in Armenia, discussed the progress of ongoing programs and future avenues for cooperation, including the preparation of new projects.<\/p>\n\n\n\n

The ADB\u2019s decision to maintain its inflation forecasts reflects the current external assessment of Armenia\u2019s price environment, while discussions on new projects expand the cooperation agenda with one of the country\u2019s key international financial institutions. For the financial market, both areas may be significant in the context of macroeconomic benchmarks and the economy’s access to long-term institutional financing.<\/p>\n\n\n\n
