YEREVAN, October 26. /ARКА/. The Armenian Ministry of Finance is developing a comprehensive framework for issuing thematic bonds in domestic and international capital markets. This was announced by RA Finance Minister Vahe Hovhannisyan, speaking on October 26 at an event during the 17th Conference of the Parties to the UN Convention on Biological Diversity (COP17).
Hovhannisyan noted that the framework being developed will define the conditions, criteria, and opportunities for the use of debt instruments focused on sustainable development in domestic and international capital markets. His words were quoted by the Ministry of Finance’s press service.
According to the minister, the development of the domestic capital market and the placement of government bonds on international markets create the preconditions for a closer alignment of financing raised through government debt instruments with green development and environmental protection priorities.
Hovhannisyan noted that Armenia is in the early stages of developing a market for financing environmental activities.
The Minister also emphasized the importance of investor trust and transparent, predictable relations with domestic and international capital market participants.
The event, “Mobilizing Capital for Nature: Developing Nature-Based Financial Instruments in Armenia,” was attended by World Bank Group Vice President Guangzhe Chen, World Bank Country Manager for Armenia Fabrizio Zarchone, and other World Bank representatives.
Participants discussed opportunities for attracting public and private capital to finance priority biodiversity conservation areas in Armenia, the development of investment programs, and the necessary institutional and market measures.
As part of the event, Hovhannisyan also held a separate meeting with the World Bank Group Vice President to discuss prospects for implementing green finance mechanisms and expanding cooperation.
