Armenia to adjust notification procedures for universal health insurance system

YEREVAN, September 24. /ARKA/. During its session on Thursday, the Armenian government approved changes to the notification procedures regarding the status of insured persons within the universal health insurance system.

Deputy Minister of Health Samvel Kharazyan announced a proposal to remove provisions from the relevant government decree concerning the termination of insurance status and the associated notification requirements.

The decree governs the procedure for notifying individuals of their insured status, including whether or not they are classified as insurance premium payers.

Kharazyan explained that the changes stem from a prior amendment to the Law on Universal Health Insurance, which eliminated the provision allowing for the termination of an individual’s status based on their classification as a premium payer.

“Consequently, we propose removing the notification requirement regarding this matter from the government decree as well,” the deputy minister said.

The corresponding amendment to the Law on Universal Health Insurance was adopted on April 7 of this year.

About the mandatory health insurance system in Armenia

The mandatory health insurance system is set to be implemented in Armenia starting January 1, 2026, spanning a three-year period from 2026 to 2028.

Two groups will be included in the system starting in 2026. The first group comprises citizens earning a monthly salary between 200,000 and 500,000 drams. The second group includes minors under the age of 18, persons aged 18–65 with disabilities (Groups I, II, and III), citizens aged 65 and older, and socially vulnerable families with a vulnerability score of 28 or higher. For the second group, the state covers 100% of the costs.

In the second phase, starting in 2027, individuals earning up to 200,000 drams will be included in the system, followed in 2028 by the remaining groups, including those employed in agriculture and their family members.

The estimated cost of the health insurance package is 129,600 drams per year, with an option for monthly payments. The package covers the most in-demand medical services, including outpatient care, visits to a family doctor, consultations with specialists, and laboratory tests (up to a specified annual limit). The list of services will be gradually expanded and refined to include specific surgical procedures—such as ophthalmic (cataract), cardiovascular, and others.

The 2026 Armenian state budget allocates 127 billion drams for the implementation of the mandatory health insurance system.
