Armenian Government Approves 2027 State Budget Draft

YEREVAN, October 1. /ARKA/. At its meeting on Thursday, the Armenian government approved the draft law “On the State Budget of the Republic of Armenia for 2027,” which will be submitted to the National Assembly in accordance with established procedure.

According to the draft, Armenia’s consolidated budget for 2027 projects revenues of AMD 3.8 trillion (excluding inter-budgetary transfer receipts), expenditures of AMD 4.2 trillion (excluding inter-budgetary transfers), and a deficit of AMD 468.2 billion.

Economic growth of 5.8% is forecast for 2027, with an average annual growth rate of 6% projected for the medium term, aligning with the government program’s targets.

The socio-economic orientation of the 2027 state budget balances goals such as expanding economic growth potential, developing human capital, enhancing social protection efficiency, and improving the quality and accessibility of public services.

Budgetary policy prioritizes the funding of programs and initiatives that foster economic growth, employment, productivity, and household income.

In this context, particular importance is placed on the effective execution of expenditures in areas such as capital and infrastructure programs, education, healthcare, employment, and professional skills development. In particular, the phased implementation of the universal health insurance system and the support program for individuals with unrecoverable loan obligations—including those who have left the labor market (formal employment) or are only partially formally employed—will continue, as will the provision of cashback to pensioners for cashless payments and other programs.
