Finance Minister Explains Reason for Armenia’s Public Debt Growth

YEREVAN, June 8. /ARKA/. Armenia’s public debt in 2025 increased by 8.8% compared to 2024, stated RA Finance Minister Vahe Hovhannisyan.

“This was largely due to the increase in the government’s domestic debt. Public debt as of December 31, 2025, amounted to approximately 5.5 trillion drams, while government debt amounted to 5.3 trillion drams,” Hovhannisyan noted during preliminary discussions of the annual report on the execution of Armenia’s state budget for 2025.

The minister reported that the debt structure continued to improve: the share of domestic debt by residence increased by 1 percentage point, reaching 53%.

According to the Ministry of Finance, Armenia’s total public debt as of March 31, 2026, amounted to $14.077 billion, compared to $13.906 billion as of December 31, 2025. In dram terms, the public debt amounted to 5.314 trillion drams, compared to 5.303.2 billion drams at the end of 2025.

In the public debt structure as of March 31, 2026, the government’s debt amounted to $14.068 billion (including external debt of $6.672.6 million and domestic debt of $7.396.3 million), while the community debt amounted to $8.18 million (including external debt of $8.03 million and domestic debt of $0.15 million). Separately, the external debt of the Central Bank of Armenia amounted to $482.4 million as of the end of March 2026.
